General Description

The Site Safety & Health Officer position is responsible for responsible for providing construction safety and health leadership and oversight in matters of construction, demolition, restoration, and remediation projects supporting the Bristol Alliance of Companies (BAC) Health and Safety Programs. Also, this position is responsible for the overall coordination and implementation of the Bristol Health and Safety Programs to assure compliance with regulations, client requirements and institutional policies.

Essential Roles and Responsibilities

  • Report to a senior project (or corporate) official.
  • Produce a copy of their instructor-signed OSHA 30- hour training card (or course completion if within 90 days of having completed the training and card has not yet been issued).
  • Present at the project site to ensure full mobility and reasonable access to all major work operations.
  • Complete 8 hours of documented formal, on-line, or self-study safety and health related coursework every year. Examples of continuing education activities that meet this requirement are writing an article, teaching a class, reading/writing professional articles, attendance/participation in professional societies/meetings, etc.
  • Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections.
  • Attach safety inspection logs to the Contractors' daily production report.
  • Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
  • Use and maintain OSHA's Form 300 to log work-related injuries and illnesses occurring on the project site for Prime Contractors and subcontractors and make available to the Contracting Officer upon request.
  • Post and maintain the Form 300A on the site Safety Bulletin Board.
  • Maintain applicable safety reference material on the job site.
  • Attend the pre-construction conference, pre-work meetings including preparatory meetings, and periodic in-progress meetings.
  • Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
  • Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
  • Ensure subcontractor compliance with safety and health requirements.
  • Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
  • Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.
  • Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
  • Other duties as assigned.

Knowledge, Skills, and Abilities

  • Ability to obtain and maintain access to secure military installations.
  • Knowledge of the technical aspects of Occupational Safety and Health Administration (OSHA) and USACE EM 385-1-1.
  • Knowledge of technical health and safety aspects of petroleum storage and distribution systems (i.e., piping, tanks, etc.).
  • Knowledge of technical aspects of fall protections systems, electrical safety for non-qualified workers, permit-required confined spaces, excavation and trenching, load handling equipment, scaffolding, demolition, hazardous energy control (i.e., lockout/tagout or LOTO), hazard communication, and incident investigation.
  • Ability to gather analyze data, reason logically and creatively, draw conclusions and make appropriate recommendations.
  • Skilled in written and verbal communication.
  • Ability to be flexible and adapt to constant change.
  • Ability to identify trends and anticipate risks.
  • Skilled in interpersonal communication methods of communicating with project personnel and clients.
  • Knowledge of Microsoft Office.

Required Qualification

  • High school diploma or GED is required.
  • Minimum of 5 years of experience in Construction Health and Safety (preferably serving as an SSHO on USACE, NAVFAC, US Army or USAF facilities) is required.
  • 30-hour OSHA Construction safety Department of Labor (DOL) class (may be web-based training if the provider is an OSHA Outreach participant). As an equivalent, formal construction or industry safety and health training covering the subjects of the OSHA 30-hour course and the EM 385-1-1 [see Appendix A, Paragraph 3.d.(3)] applicable to the work to be performed and given by qualified instructors is required. The course provider must be an OSHA Outreach participant.
  • Minimum of 5 years of continuous construction industry safety experience in supervising/ managing general construction (managing safety programs or processes or conducting hazard analyses and developing controls), or Third-Party, Nationally Accredited (e.g., National Commission for Certifying Agencies – NCCA or Accreditation Board for Engineering and Technology - ABET) SOH-related certification, only 4 years of experience is required.
  • Minimum of 5 years oil and gas, petroleum refining, fuels system construction and repair experience.
  • Valid driver’s license is required.

Preferred Qualifications

  • Bachelor of Science degree in Engineering, Applied Science, Industrial Hygiene, or Safety is preferred.
  • Board of Certified Safety Professionals (BCSP) Certified Safety Professional (CSP) is preferred.
  • BCSP Construction Health and Safety Technician (CHST) is preferred.
  • BCSP Occupational Hygiene and Safety Technician (OHST) is preferred.
  • BCSP Safety Trained Supervisor Construction (STSC) is preferred.

  • LIFTING: Must be able to exert up to 50 pounds of force occasionally and up to 20 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects, including the human body.
